It really does depend up on which "House" they wish to belong too. For example Queen Victoria could have been known as Victoria Hanover but she married Albert of Saxe-Coburg and Gotha. So could also have been known as Victoria Saxe-Coburg.
King George V changed his name to Windsor due to anti-German feelings (Saxe-Coburg being a German name).
Our present queen kept the name Windsor (from the house not the marriage) but as she is married to Philip who adopted the name Mountbatten (for popularity due to his mothers relatives) The queen could be known as Elizabeth Windsor or Elizabeth Mountbatten.
